A HMO landlord in Leicester has been ordered to pay more than £16,000 in fines and costs after admitting breaching a string of regulations.

Munir Nathanie, 38, of The Maltings, Hamilton, appeared before Leicester Magistrates on Thursday 6 November over eight breaches of licensing conditions and regulations covering homes in multiple occupation (HMOs).

The court heard how a property owned by Nathanie at 64 Gwendolen Road, Leicester, suffered from a number of failings including a faulty fire alarm system, unsafe electrical wiring and a fire escape which was poorly maintained.

The breaches came to light in December 2013 following a complaint from a tenant. The house was licensed for use by seven people.

Nathanie was ordered to pay £2,000 for each of eight offences under the Management of HMO (England) Regulations 2006, and ordered to pay £2,037 in prosecution costs, along with a £120 victim surcharge.

Leicester assistant city mayor for neighbourhood services, Cllr Sarah Russell, said: “These licensing conditions and regulations exist to ensure that tenants are safe, and we take it seriously when landlords like this don’t comply with them.”

    I think Mr J Karna has hit the nail on the head, this I think stems from their culture, where human life is not so valued as in this country, therefore the conditions people live in are not so important. Then of course its the take the money and do nothing for the tenants idioligy that seems to be ingrained in them, nice to see the councils catching up with these rogues and starting to levey appropriate fines.

    Interesting comment from J Karna. I too have observed that it seems there is a higher percentage of Asian landlords appearing in the trade press being fined for poor property management and breaking the regulations. It could be that Landlord Today, Landlord Buy to Let magazine, Property Investor News, The NLA etc are all not portraying a balanced view or there is a problem within this group of Landlords that needs addressing and education, as these prosecutions only drag down the public's perception of all landlords.

    These rogue landlords should be permanently banned from letting property. It is a disgrace they they profit from sheer greed.

    It cannot be pure coincidence that many of the landlords
    fined are Asian. Of course this comment will not be printed.
