Harrow Council to impose new licensing rules on landlords

Harrow Council will take fresh measures to tackle rogue landlords by introducing new licensing schemes next week in Wealdstone and Edgware, two wards identified by research as having major issues with the private rented sector (PRS).

Harrow councillor Graham Henson, portfolio holder for environment, crime and community safety told the press that they were working hard to improve the PRS, after a study found that more needs to be done to protect private tenants in Harrow.

Caroline Pidgeon, the only member of the Liberal Democrats in the London Assembly, recently carried out a survey, which included 1,453 inspections in Harrow, using the housing health and safety rating system in 2015/2016, and revealed that the number of category 1 hazards were 213.

“Most landlords are of course responsible people, but sadly an element are not,” said Pidgeon.

“Basic standards must be upheld for the two million people in London who now live in private rented accommodation,” she added.

Cllr Henson accepted that no one should ever live a home which “poses a risk to their health and wellbeing”.

He continued: “We will always take action against rogue landlords where there is evidence to do so and to make it more difficult for these landlords, our licensing scheme means landlords must prove their premises are safe for tenants to live in.”

The council's new licensing scheme will be introduced on Tuesday 1st November.
