No fewer than seven landlords have been fined thousands of pounds for renting out unlicensed properties in Blackburn as part of the latest crackdown on rogue landlords by Blackburn with Darwen Council in the Griffin area of the town.
Under the council’s licensing legislation, a landlord is issued with a license of up to five years to rent out property on the condition that they meet a number of criteria, including providing energy performance certificates and fitting and maintaining smoke and carbon monoxide detectors.
The rules state that landlords operating without a licence risk prosecution and could receive an unlimited fine. They may also have to return up to 12 months rent.
On this occasion, the landlords, including Sajid Malik, Mustak Ali Ugrader, Jason Parkington, Paul Andrew Booth, Jonathan Young, and Jason Johanson, were collectively fined in the region of £5,500 while also having to each pay hundreds of pounds for costs and victim surcharges.
“Our vision is to build safer and stronger communities and improve people’s health and wellbeing and we believe Selective Licensing can help us to achieve that,” said Cllr Arshid Mahmood, executive member for neighbourhood and prevention services.
