Plans to introduce an additional licensing scheme across 12 wards in Havering, east London, have been approved.
Local councillors met on Wednesday to discuss the proposal to charge landlords £900 to register their properties with Havering Council and decided to give the scheme the go-ahead.
The 12 wards that will be affected by the new license are Brooklands, Mawneys, Elm Park, Pettits, Gooshays, Rainham & Wennington, Harold Wood, Romford Town, Havering Park, South Hornchurch, Heaton and Squirrels Heath.
Under the scheme, landlords in those areas would purchase five-year licenses for their properties, paid for in two parts, which would cost £900 in total, although a discounted fee of £762.50 is available for those who sign up before the end of February.
Cllr Damian White, cabinet member for housing, commented: “Poorly run HMOs are often the cause of anti-social behaviour, poor living conditions and a scourge on the community.
“Through licensing, the council will know who is responsible for the management of properties and who is responsible for dealing with problems associated with the properties.
“The introduction of this scheme, which has received strong backing from residents, moves to tackle rogue landlords, to make the private rented sector safer for tenants and more accountable to the community.”
