Rogue landlord fined £370k after breaching enforcement notices on flats

A landlord who built an outbuilding and converted it into eight small flats without planning consent has been ordered to pay more than £370,000.

Harrow Council served five enforcement notices in relation to the bungalow in Eastcote Lane, South Harrow, which had been converted into seven dwellings and a studio.

The notice required the landlord, Yunus Oomerjee, to stop using the building as self-contained flats. But the 56-year old, of Framewood Road, Slough, chose to ignore the repeated warnings.


According to the council, the flats were “shoddily-built” without building regulation, fire safety or electrical checks.

Oomerjee, who was found guilty at Harrow Crown Court last year, was this month sentenced at Willesden Magistrates’ Court, where he was ordered to pay £355,000 and also fined £1,250 and £15,000 for costs.

Cllr Graham Henson, leader of Harrow Council, described the sentence as a “victory” for the council, Oomerjee's “long-suffering neighbours” and “all decent landlords in Harrow who obey the law”.

“Planning is not a pushover – and we've now given this bungalow bungler a very, very expensive lesson,” he added.

    Good publicity but he will not pay. Why not seize the property? Oh yes, this is soft walkover UK.

    i sometimes wonder how people's brains work, tenants don't pay the rent, then wonder why they get evicted and no other landlord will touch them, then this landlord gets an enforcement notice and ignores it, sweep the problem under the carpet and it will go away?? no these things never go away, they have to be dealt with sooner rather than later.

    my sympathy is with the landlord. The rental market is broken because no one is building small flats, which is what is needed. This landlord wanted to give tenants what they wanted but our planning and regulatory systems pushed him into illegality, and this ended up with poor spec conversion. If we assisted him there would have been a better outcome for all
