A selective licensing scheme covering two areas in the suburbs of Leeds has been introduced by Leeds City Council.
Under the new rules, introduced yesterday, certain private rented properties in Harehills and Beeston must now be licensed by the council.
Landlords and letting agents who are unaware of the new licensing scheme or fail to apply risk facing tough enforcement action.
If a licence application is not submitted, both the landlord and agent can face prosecution in the Magistrates Court, or a civil penalty of up to £30,000 per property.
According to the council’s cabinet report, the new licensing will cover around 6,500 private rented homes.
The scheme requires landlords with properties on various roads in Harehills and Beeston to pay £825 for a five-year licence and comply with certain conditions.
Council workers will visit properties to make sure landlords are complying with these conditions, which cover maintenance, smoke and carbon monoxide alarms, household waste, tenancy management, gas and electrical safety measures, anti social behaviour and furniture.
Landlords who fail to meet the required standards will lose their licence.
