Rent freeze and eviction ban demanded by London Mayor Khan

London Mayor Sadiq Khan has called for an extension of the eviction ban and a two year rent freeze in the capital.

Although he has no mayoral powers over the private rented sector, Khan wants the government to give renters the same protection as commercial tenants who have been granted an extension of their eviction ban until March. 

“With the evictions ban ending next week, ministers need to take urgent action to prevent people being evicted from their homes, putting in place a proper financial support package for those who have fallen into arrears through no fault of their own” says Khan.

He claims his database allowing the reporting of ‘rogue’ landlords has seen a rise in complaints, with more than 1,400 between March and December. 

One in five complainants is reportedly claiming an unfair eviction. 

“The government must finally act on their promise to scrap ‘no fault’ evictions and give Mayors like me the powers to freeze rents until we have recovered from the huge economic impact of the pandemic” says Khan.

The Mayor wants a support package including grants to help renters clear rent arrears. He is also asking for more powers to implement a two-year rent freeze in London as an “emergency measure”.

    Mr Khan, the anti-private LL Mayor of London. Thousands of LL's paying Millions of £'s in Council Tax and required to do so in virtually all HM0's, a huge proportion of this tax goes to the Mayors Office, why are we required to pay for him, he doesn't do anything for us but poking his nose in damaging our business, we shouldn't have to pay him anything we have no say so no pay. We had a huge increase in C/tax this years, at a time of serious arrears with no powers to recover it or allowed to recover the Property that we have bought & paid for. He uses our money to invent a so called Rogue LL Data Base when we are not Rogues what a shameful waste of Council Tax payers money.
    He wants a 2 year Eviction Ban and a 2 year Rent Freeze to Bankrupt us, why wasn't the C/tax frozen but instead a big increase and he benefits from that with no input. I had to pay full C/tax on empty Property this year one was over 3 months vacant because I couldn't find Tenants £630, on this one alone Mr Khan will have had some of this. I thing the Mayors Office should have a 2 years spending freeze.

    Although this is an issue that will have a big impact on landlords so it should be reported. They wouldn't be able to report it without stating who was requesting the changes.

    When a political party, i.e. Labour party take a wholly aggressive stance against Landlords, it is they who are politicising the matter.

    Money, Housing policy - pretty much everything is politically affected by main parties.
    Its Khan that has raised Housing issues and as a member of a party vehemently opposed to Landlords ( like others such as Karen Buck ) when they choose to publicise damaging comments, they can fairly expect a response.

    If you truly knew about this business which we are in (don’t know if you are) then you would appreciate how the rules and regs have changed dramatically over recent years. Eg We are already committed to mortgage companies for fixed rates, committed to our long term tenants to keep a roof over their heads and same time keeping ahead of these one sided rules ever changing which benefit third parties not me or the tenants. And oh yeah trying to stay solvent again but if I go bankrupt then a hundred people have to find another place to sleep. We have responsibilities. Do you want to carry on with this?

    Landlords have seen many harmful changes in recent years which our tenants largely have to pay for. Every business should complain when its customers are adversely affected, especially when it's done by politicians and in such cases, (FAO David W) the party they represent is highly relevant.

    Planning departments, in Breckland (norfolk) it's not about what you want to do, it's all about who you are, I pointed that FACT out to them in a planning meeting once, it didn't go down too well.

    Its an agreement that comes as a condition of planning from the council to a developer, basically a pay off. We will let you have you planning consent if you build us a load of stuff for free. Before 2008, it was a few hanging baskets and a bus stop. After the 2008 crash, when central gov funding dried up, councils started demanding schools and leisure centres as they had no cash to build them themselves. Developers refused, as at the time, they had to provide sometimes up to 40% of a development to affordable/social housing. Councils waved that need so they could get their infrastructure built. Hence 12 years later, we have a social housing crisis.

    simply another layer of Tax under Section 106 Town and Country Planning Act 1990.
    where for new planning applications, the Council can screw you for contribution fees to local infrastructure.

    There are a number of explanatory replies here BUT, prior to the invention of S106 there was a council where I lived and worked who required a contribution for parking if a development in an area around a town centre could not provide enough parking space. It was described as a 'commuted sum'. I challenged the planning department (just like Andrew Townsend) specifically with the accusation that this amounted to blackmail in that provided the applicant paid over money, and ONLY once it had been paid an approval notice would be issued. The Chief planning officer I accused of this blackmail was incredibly upset by this. Needless to say he got no sympathy from me.
    Today we have S106 agreements (i.e. blackmail agreements) HMO licences, targeted licencing for landlords wanting to continue to rent out property etc etc etc. Since S106 is here to dstay so will all the licences, bans on evictions and anything else the council in YOUR area or the government can think up.
    Sorry but no good complaining about it you have got to live with it and suffer the consequences of a bad tenant, a worse council and a government who loads up the private sector with non paying tenants because it can and it will.

    Maybe email your London tenants advising them that a vote for Khan that gets him elected means A. More red tape and therefore increased rent or B. Potentially having to sell up and therefore no home. Its their call.

    Planning obligations under Section 106 of the Town and Country Planning Act 1990 (as amended), commonly known as s106 agreements, are a mechanism which make a development proposal acceptable in planning terms, that would not otherwise be acceptable.     Dont get too upset- as has been the case very often- what Khan says he wants is irrelevant he has now powers over the London PRS. As for a rent freeze- utterly pointless. Rent demand sets rent levels- that why we have seen rents dip an average of 15% across our portfolio over the last 9 months- of course some have seen no drops whilst some clients have dropped as much as 30%- rent freezes is a pointless clickbait suggestion. Council Tax- this pays for a lot more than him and we all know it- this is also recouped through rental income so this is not a real cost- council tax rates are set by the local council not him. Fireworks- typical average spend is £2.3m I for one thought the NYE fireworks were amazing especially innovative with the lasers and drone display- in dark times these uplifting moments are important.

    I disagree on your view of the fireworks. Kristjan. He authorises £1 million of explosives whilst harping on about climate change and making access in London as difficult as he can. He tells everyone to stay at home so we watching this on the tele. You could have re run last years fireworks we wouldn’t have known and save a million. It also seems to pass that he used the fireworks as a political statement re BLM & EU. He should be sacked immediately it’s outrageous

    I keep seeing these now 'Official lists' for 'Rogue Landlords', isn't it correct under the Equality Act, that we should have an 'Official List' for 'Rogue Tenants' ?
    He states "One in five complainants is reportedly claiming an unfair eviction" I still keep asking, why would any landlord whose income relies upon a tenant living happily in their property, paying their rent on time and looking after the property according to their legal obligations, wish to evict them without any good or genuine reason? Maybe the statement should have quoted how many of those 'one in 5 claims', were actually found to have had a genuine case for unfair eviction. Anyone can make numerous statements and claims about many things, backing that up with evidence is the crucial point

    It's no good just talking, & talking, and making comments. what we Landlords need is a governing body that will support us landlords. Take the necessary action to protect out rights, & provide support to us when we need it. I would happy to contribute towards having a governing body like this. Or we need a person to take our causes forward to the government and get the matters done & achieved, who is a serious about these matters that need not only addressing but achieving them to protect landlords rights!!
    Why should tenants have rights??
    Tenants only should have rights, if they are paying their rents on time and are behaving themselves while they are residing in our properties.
    If they fail to pay without good reason, and don't pay rent, by making pathetic excuses, and have broken the agreement, by damaging our properties, being antisocial, abusive & threatening, then they loose their rights as tenants!! We landlords should not have put with this, we landlords should have the right to reposts out properties.
    As for the London mayer, he has squandered out hard earned monies, as the the tax we have to pay for his own beliefs. He has made a right mess in central London with his policies, and have no idea how to run london properly to protect its residents. I do not know how he got selected in the place??

    I sympathise with you but all the recent legislation and exodus of landlords has done for me, and many other landlords, is allow market forces to push up my rents - so I sympathise but I'm not complaining.

    Tenants need to realise that Shelter, Labour Party, SNP etc. aren't their friends and are just using them to further their own agendas.

    Decent landlords are the best friends and allies of decent tenants. Both need to get together to fight rogue tenants and their loony leftie allies!

    The problem is that neither present day politicians, or their "advisers" have ever held down a real job in the real world - so have no real life experience on which to base any "thinking" they might do - and many are far too young - like Rishi, Matt Hancock etc.

    Robert, as we are being driven out we are being replaced by Big Institutions muscling-in, which is exactly whats behind all this, just getting us out of the way, make no mistake about that. Suddenly the big boys are saying Renting in the way forward and the future of Housing. they have spent years blaming us putting up House prices on first time buyers because of Rental Market, now its the best thing ever when they are doing it. Thousands of Rental Flats being Built all over the place helped with tax payers money, (7'600 rental units in Wembley Park, alone).

    I totally agree but I have found that the huge student ghettos built about 10 years ago pushed up the level of rents that students expected to pay, so normal student flat market rents went up to match.

    I fully expect any BTR ghettos will have the same effect on market rents which the young professionals expect to pay.

    Until supply exceeds demand Landlords have nothing to about provided they are not over-extended and can weather any short term problems.

    I have no worries, but then I have no borrowings and the rental market in and around Norwich is strong, when ever I have a property become available I have a choice of tenants, I also have an excellent local independent agent working for me.

    On balance we should consider granting the London Mayor his wish. On three condiitions
    1. All lender banks should reimburse LLs with equivalent rents, with no expectation of re-imbursements, throughout this period of eviction/rent free stay,
    3. For LLs with no mortgages, Govt must guarantee at least 75% market rent,
    2. All Council staff should take a 33% pay cut,
    3. The Councils and Lender Banks should sign upto home refurbishment to a fair standard when tenants do vacate. AND
    4. Number of Councils across the country MUST be reduced by a third?!
    Well surely this is quite achievable Mr.Mayor, afterall what does govt or banks do when they run out of money > PRINT A SHIPLOAD MORE, REMEMBER WHAT YOU HAVE BEEN DOING SINCE 2008, JUST STAY ON IT!! Mr. London Mayor consider your wish GRANTED IF YOU CAN GET THE ABOVE DONE!
