Landlords mock “waste of time” Labour licensing scheme

It’s claimed that Liverpool’s Labour council would take almost 150 years to process applications for its landlord licensing scheme.

The council has hailed the importance of the scheme in addressing sub-standard housing across the city. But presenting figures to the Liverpool Landlord Forum, council representatives have said that since the Selective Licensing Scheme went live in April, it has only granted 104 licences. This is despite an estimated 31,000 applications having been made. 

At its current rate, it would take the local authority 148 years to process all applications received so far.

The National Residential Landlords Association argues that this raises serious questions about the extent to which the scheme is needed to address poor quality housing.

According to Freedom of Information data previously obtained by the NRLA, between 2018/19 and 2020/21, out of 103 civil penalties issued to private landlords in Liverpool, 89 of them were for offences related to the previous selective licensing scheme. 

No penalties were issued for failing to comply with a property improvement notice, a banning order or a notice that a property was overcrowded. Only two penalties were issued for breaches of management regulations in shared housing.

The association adds that this suggests that the council’s civil penalty strategy has served only to tackle administrative issues such as the failure to hold a licence rather than improving property conditions themselves.

Ben Beadle, NRLA chief executive, says: “If Liverpool council really believes licensing is so key to ensuring properties are safe, it begs the question why it takes so long to process applications for them. 

“At a time when the condition of housing is under such scrutiny, the council is spending too much time administering a licencing scheme and not enough time taking enforcement action to tackle poor quality housing.

“Rather than penalising good landlords with a blanket policy, the council should use the range of data already available to them to find and root out the minority of landlords who fail  to provide safe housing.”

Liverpool’s licensing scheme has been in the spotlight before, and again for the wrong reasons.

In January 2020 the then-Housing Secretary Robert Jenrick rejected the council’s bid to get a five year extension to its previous scheme, provoking widespread criticism from the Labour party in the city. 

At the time the council claimed that 70 per cent of inspected properties in Liverpool had been found to be in breach of their licence condition since the original landlord licensing scheme was launched in 2015 “uncovering serious hazards such as fire risks, poor electrics and excess cold.”

Eventually a compromise was reached and a new licensing scheme introduced last April. It covers 45,000 homes but is still much smaller than the local authority initially wanted.

    Now we have Upad saying good news for landlords fairer renting. Have they taken leave of their senses or being to the pub or think we are seven years of age, we know what they are doing.
    Upad above all people whom I have been a great fan of and had dealings with them in the past.
    They also refers to Shelters claim that 5’940 were threatened with homelessness in England as a result of Section 21 evictions between April and June this year.
    They couldn’t Tell a Bigger Bare Faced Lie, if they were threatened with eviction it’s because of the threat of loosing Section 21.
    Lies are the Order of the day.

    Why should the owner have to justify himself to the Tenants why he wants his property back.
    He didn’t have to justify himself to them when he bought his property or get any financial help from them or anyone else.
    They are all very smart coming up with ideas for the owners of the property should be doing, where were they when the owner had a 20year loan around his neck sink or swim. Go and buy your own you leaches you won’t of course far better being a Cuckoo.
    Removing S.21 caused 260’000 landlords to quit, if it had been retained they would be still be in the Market putting roofs over peoples heads
