Massive licensing scheme offers discount for good EPC rating

Applications open later this week for one of the country’s largest and most controversial landlord licensing schemes - in Liverpool.

The new scheme runs until April 2027 and covers no fewer than 45,000 properties in 16 wards of the city. 

Landlords signing up before the end of June this year get an early bird discount of £380 per property, rather than £550, but there are additional discounts based on property energy efficiency:

- a £50 discount for each property with an EPC of C or above;

- a £50 discount for each property licenced by the same licence holder in the same block of flats;

- a £30 discount for each property if the licence holder has an active membership of a professional body related to housing, such as the NRLA.

There will be no charge for landlords offering permanent accommodation to meet homelessness duties, providing the property meets licence standards set by the council.

The licensing scheme coming into effect this spring follows a long saga of the Labour controlled council in the city clashing with the Conservative government.

In January 2020 the then-Housing Secretary Robert Jenrick rejected the council’s bid to get a five year extension to its previous scheme, provoking widespread criticism from the Labour party in the city. 

At the time the council claimed that 70 per cent of inspected properties in Liverpool had been found to be in breach of their licence condition since the original landlord licensing scheme was launched in 2015 “uncovering serious hazards such as fire risks, poor electrics and excess cold.”

 

Now the council’s housing spokesperson Sarah Doyle says: “The launch of our new Landlord Licensing scheme is a major step forward in giving us the tools to improve our neighbourhoods.

“Too many vulnerable people in our city are in poor housing conditions, paying rent to a landlord who doesn’t carry out essential maintenance to keep them warm and safe.

“The Landlord Licensing scheme gives us regulation of private rented houses, so that we can take action when concerns are raised.

“Under the previous scheme, council intervention forced bad landlords into taking action to improve their properties.

“Poor electrical and fire safety standards are a danger to life and damp and anti-social behaviour contribute to poor health and mental wellbeing.”

    I would love to hear how they can justify a £500 charge to place the name of a landlord and the address in question onto an Excel spreadsheet !!!, although i do not live in an area with a scheme (for now), i have heard that it is a rare event indeed if anyone ever comes round...... so a few key strokes on a PC and you are short a 'Monkey' !!! They really do need to wear a mask and shout '' Stand and Deliver'', at least then i would know i am being Robbed.

    Nottingham City charge £890 for 5 years, they took over a year to issue my licence and I have never been inspected or received any communication.

    My tenants got a rent rise.

    Glasgow City Council charges nearly £2000 for the initial application, non refundable if refused, and then £952 for every subsequent 3 year period, plus expensive alterations including self closing fire doors, interlinked mains operated smoke alarms, special locks which don't need keys internally etc.

    The same charges apply to a normal flat with more than 2 unrelated adults as apply to a proper HMO property housing up to 10 households.

    Simon better not keep on about inspections, no matter how good you think yours is they are going to require you to do something to justify their job and might find yourself re-booking the MOT.

    Glasgow City Council do inspect, along with the Fire Service, for every renewal application and always find something they want done, like fire doors adjusted or even replaced, fire doors on cupboards, intumescent collars on extraction fan conduits, repainting to fix tenant damage to decor, even while the same tenants remain in situ etc. etc.

    Stop whining Liverpool Landlords organise and challenge the charge. The Council will rob you if they can. Why is it always one individual who challenges on the behalf of all other landlords? See Gaskin v Richmond, Regas v Enfield and Unite v Islington Because landlords expect everything to be done for them ? Where is the NRLA in all this? I forgot they provided advice to the be applicant! If it was Brighton do you think IHouse ( landlord association which started in Brighton) would stand for it ?

    Eastern Landlords Assoc are hopeless as well now, if my membership fee hadn't gone out DDR last month I won't have renewed it, the DDR has been cancelled now though, I've been a member for 30 yrs . what's the point if they aren't going to fight for us

    Jim, correct it’s always left to individual to fight. I think iHowz in now the name of that Association, join up now and get the experienced Mr Peter Littlewood on the case he’s brilliant although sometimes we might disagree on some topics.

    Andrew, stay in there join some LL Association we need help from some one and when you require a license later on it will be a question on the Application, next I think we’ll be forced to be Accredited as well endless free workload by us and we pay them £1500. to look at it.
