Yet More Licensing - three weeks left for landlord comments

A council is reminding landlords that they have only until the end of the month to comment on a proposed scheme to expand a licensing scheme in Middlesbrough.

The Selective Landlord Licensing scheme has been running for a number of years in North Ormesby and part of Newport ward and - the council claims - has led to great improvements to the areas.

Middlesbrough council now wants to make a further designation incorporating more of Newport ward. The authority wants to hear from local residents, private landlords, businesses and any other interested parties on the proposed designation.

Submissions will be accepted until 12 noon on Monday January 30.

A council statement says: “The scheme aims to improve standards of property management in the private rented sector and, along with other measures, help bring about improved social and economic conditions. Under the initiative all private rented properties must be licensed by the Council, with licence holders required to meet certain ‘fit and proper person’ criteria.

“Licence conditions include proving that annual gas safety checks are carried out, as well as pre-tenancy reference checks and the provision of tenancy agreements. In addition, the landlord should have/will be required to have a plan in place to tackle anti-social tenants.”

Councillor Eric Polano, Middlesbrough council’s executive member for tegeneration, says: “In order to make sure any extension of Selective Landlord Licensing is fit for purpose we really need to gather all the views of those who may be affected. That means we want to hear from residents, landlords businesses and anyone else who wishes to contribute to this consultation.”

    I have yet to hear of a single Council taking any notice of any consultation on SL. They all go ahead because it is any easy way to boost the cash in their coffers, paid for, not by LLs but by tenants.

    Hi Tricia, a few years ago we managed to get a SL scheme down here in Bournemouth knocked on the head. A group of us made sure that the local NLA and RLA meetings were fully attended (we made sure that SL was top of the agenda and heavily promoted). We then contacted every letting agent and persuaded them to email all their landlords and get them to complete the consultation. Confronted with overwhelming numbers they did back down. I clearly remember the faces on the council folks at a subsequent meeting - sucking squeezed lemons springs to mind!
