A council has taken enforcement action against two landlords after they changed houses into HMOs without consent.

Havering council planning officers were alerted to the issues after receiving reports from residents. 

Following a probe, enforcement notices were issued requiring the cessation of the HMO use and removal of associated works.

The owners then appealed against the notices, but the Planning Inspector upheld the council’s actions.

The owners of the two properties are now required to cease using them as HMOs, remove the bathroom facilities to the rooms, and remove all materials accumulated because of this work.

A council spokesperson says: “[We] will continue to take firm but fair action where planning rules are breached, ensuring developments and property owners follow proper processes and respect local policies.

“After gathering evidence and assessing the situation, the council took proportionate measures to ensure full compliance with the law.

“Upholding planning law is essential for fairness, community confidence, and protecting the character of our borough.”
