Under ECO4 you can get a grant without being on benefits. There are two other routes, either the household income must be under £31,000 or someone in the household has a medical condition as specified in Route 3. Currently there are more measures available though to owner occupiers rather than rentals.

If anyone in your family is on a qualifying benefit, or your household income is under £31,000 or a member of your household has certain medical conditions you would be entitled to a free boiler if your existing one is non-condensing. Similarly if you didn't have a gas boiler or radiators but had a gas appliance connected before 1st April 2022 you would qualify for a first time gas central heating system. If your property simply needed more insulation you should be able to obtain that in the near future subject to the same criteria.

Nick, Are you aware that the majority of landlords only own a very small amount of properties and work at the same time. As you point out, economic circumstances could lead to capital losses ,indeed in several parts of the country market values have risen little since 2007. Many landlords have only invested in buy to let as an alternative to pensions ,(also unearned income ) or saving accounts which in today's climate produce returns of around 1%. If bank accounts offered interest rates that were available before the crash a number of landlords including myself would exit the market as it would be far less hassle and bring greater net returns. Do you intend to carry on teaching beyond retirement age or will you be trying to live of a small state pension along with any private pension you may have accumulated ? People who have thought things through have put money aside rather than spending it all and then have tried to invest wisely so they can live comfortably after retirement rather than asking the state for assistance. If i can achieve this financial independence i would consider i had done something useful.

I am sure there will be plenty of genuine tenants who for no fault of there own will be unable to pay the rent due to the current situation but surely it is up to the courts to determine on a case by case basis if tenants have good reason not go pay their rent as it becomes due. As it is, it takes many months to get a court appearance and with the many other pieces of legislation introduced in recent years many established landlords are exiting the market which only leads to uncertainty for their tenants. There has to be a better solution than that being pushed through.

I am unsure why this thread has been reopened as I understood apart from those landlords who have gone over the vat limits digital tax is not kicking in until 2021 . Have I missed something ?

Having spent the best part of two years challenging 2 separate authorities proposed schemes it would be more beneficial to use the consultation period to discuss with tenants and residents the implications of such schemes and ask them to complete the questionnaire . It is their input that may decide if these proposals will be rubber stamped. The views of landlords will be totally disregarded.

Local authorities are allowed to name their own fee for such schemes. Should Government not link these charges to LHA rates. In Stoke LHA rates are very low yet the proposed fee is average. Given that the safety of tenants could be proven by the provision of current of gas and electricity safety certificates and energy efficiency by an epc why are inspections necessary and which only lead to rent increases.

And to add to your woes Amanda, your local authority totally ignored the views of its residents and passed plans to introduce selective licensing on a far larger scale than it is likely to cope with. With increased expenditure and reduced income how many landlords will continue to house benefit tenants in the future?

Councillor Conteh advises that there has been an incredible amount of feedback to the authorities proposals. The authorities analysis records that from 4,700 households who received letters only 86 responded. Including all residents and landlords within and outside the city , the total response was 393 from an estimated population in 2016 of 253,200. 63% of respondents disagreed with the proposals , 29% disagreed & 8% had no option. 320 full surveys were undertaken in unknown addresses of any tenure which has resulted in 4,766 properties now being listed as in areas with "poor housing conditions". "poor housing conditions" for many of these properties translates into "excess cold" which in turn translates into "low EPC ratings" The average EPC rating in these areas meets Government targets for 2025. If you are listening Councillor Conteh please listen to the majorities wishes . These are meant to be 14 individual schemes , why has the consultation lumped them all together, surely each individual schemes should be analysed separately? After all respondents were asked which areas they were commenting on.
