This ruling will reduce properties available for rent. For example I have a cottage built 1836(single brick walls,so no chance of cavity wall insulation in a Unesco World Heritage site also Conservation area.She has full gas central heating and is really cheap to heat but if I were to change the sash windows to double glazed I would need planning permission plus they could only be hand made from wood which would cost a fortune and I consider would cause problems for the property with potential damp issues as she could no longer breath. Will there be exclusions for listed buildings like this or will it be one size fits all?
