Interesting – no mention of the £26 admin fee payable by tenants aswell, and the liability for landlord’s costs. Suggest everyone read this report by Generation Rent (March 2018) : http://www.generationrent.org/making_deposits_work_for_tenants “New “zero-deposit” schemes, which charge a non-refundable insurance premium in lieu of the full deposit are, by and large, more expensive than simply borrowing the money for the deposit. They’re set up to make money from tenants, when tenants should be making money from the system”

"Bourke says that there is “no easy way out for local, individual or accidental landlords as a result of these new changes”, but rather a choice between “going longer term on their investments or simply cashing in”. No use of section 21 in the fixed term. But landlords could sell (new ground) or move (back) in (amended Ground 1). Apparently landlords never misuse a section 21, so what's the issue.

Council works with private landlords to help the homeless who were probably made homeless by a private landlord who served them a s.21. Ironic isn't it. Wouldn't it be 'funny' if the private landlord ended up being the same one in each case! Answer: no, it wouldn't. It would a tragic manifestation of so much that is wrong with housing in England.
