Further to Gov regulations, local authorities have brought in licensing and fees, which should be mentioned. Some have introduced additional licensing. This effectively is retrospective, capturing tens of thousands of converted houses (most period), with small no. of self contained flats, supposedly bringing the communal hallways up to 1991 regs, even if properties were converted pre 1991. The additional work from daunting application to negotiations with other owners occupiers, who may have their own views, results in much effort and expense, and is actually unnecessary.

This all encompassing demand by LGA should be se strictly defined, as local authorities have been known to misinterpret and go way beyond their remit.

Shouldn't this be aimed at carbon monoxide manufacturers? If there is a serious fault, and these do not detect harmful gases up to date stated on the product, it's a manufacturing fault and should be recalled.

There needs to be communication to landlords and managing agents. There is condfusion on this rule. "In any room where a solid fuel is burnt" can mean gas hobs where there is no CO 2 emission and its erroneous to position smoke alarms above or near these, where they heat up and go off. Can there be an explanation sent to landlord groups and ARlA (the Gas Safe Register) what appliances are being included, how far to position a smoke alarm from the included appliance, and what is accepted as proof that these were working at the beginning of the tenancy?

The Association of Inventory Clerks could promote to landlords and tenants of the importance of being present at check out. Not explored above, but some tenants opt not be there, according to inventory clerk I asked, which is equally as worrying due to the potential damage that could be done to a property.

I agree with Mr Corey, and would add that politicising housing for the sake of gaining votes for one party or another is plain wrong and isn't going to help anyone. Housing needs a common sense approach to help people rent or get on the ladder AND more help LAs enforce against bad landlords. Further legislation to ban use of leasehold is needed, use commonhold 2002 tenure for new build and access to law by leaseholders and tenants.

I m not sure that this is the problem. I understand it's not only because tenants don't know their landlords, since many properties are likely to be managed, but generally more than not, because problem properties are known and there are insufficient numbers of environmental officers per borough to deal with existing complaints. I don't think supplying Councils with this information is productive. Just because a tenant doesn't identify the landlord on a form, doesn't mean that the landlord should be targeted as a problem. Sorry if I misunderstood. I thought it's more about enforcement than absent landlords, who can be identified via Land Registry. Again with deposits (and rent if paid to an agent) a good idea, but ultimately these need to be in trust accounts or/and insured where they should be ring fenced no matter the financial state of the agent. I m not sure of this is being addressed in the current housing bill, and then it makes sense to know details of the account the money is being held in.
