Labour, Greens and Nationalists rubber-stamp rent freeze

A combination of Labour, the Green Party and the Scottish Nationalists have pushed through a rent freeze proposal.

The Cost of Living (Tenant Protection) Bill gives ministers temporary power to cap rents for private and social tenants, as well as for student accommodation. 

The Bill also introduces a moratorium on evictions.

The vote in the Scottish Parliament was 89 to 27 - there was widespread expectation that the measure would be passed.

This cap, which applies to in-tenancy rent increases, has initially been set at 0 per cent from until at least March 31 2023. Ministers have the power to vary the rent cap while it is in force. 

The measures can be extended over two further six-month periods.

Evictions are banned over the same period except in a number of specified circumstances, and damages for unlawful evictions have been increased to a maximum of 36 months’ worth of rent.

Tenants’ Rights Minister Patrick Harvie says: “I am pleased that Parliament has passed this Bill to support tenants through the current cost of living crisis. People who rent their home are more likely to live in poverty or be on low incomes than other people, and many will be anxious about keeping up payments on their homes as their everyday expenses rise.

“With this Bill now set to become law, tenants in the social or private rented sector, or in student accommodation, will have stability in their homes and housing costs.

“I’m hugely grateful to MSPs for scrutinising and agreeing this legislation this week, ensuring these protections can be brought in with the urgency that this crisis demands.”

The Tories opposed the measure with MSP Miles Briggs saying: “Scotland is in the grip of a housing crisis but the SNP-Greens’ railroading of rent controls through Parliament this week will do nothing to alleviate that.

“Indeed, as charities have pointed out, it will harm the housing prospects of those who are currently homeless and on the lowest incomes.

“Rent control measures elsewhere have only resulted in properties being taken off the market meaning that the housing dreams of many will now be further away than ever thanks to SNP-Green ministers chasing good headlines.

“Homelessness is rising on their watch and the number of children who are also in temporary accommodation should be a source of shame for this government.”

    The lefties will extend this until there are virtually no rental properties left.

    Thank god I stopped renting to families who could stay long term and concentrated on students who at least move on, giving me those chances to reset rents - kicking myself for not doing so since December 2017 - every opportunity to raise rents will be taken from now on, and decent tenants will pay the price for leftie dogma!

    Only a Tory Government might not follow suit as they wouldn't want to emulate the hated SNP.

    All other parties would bring this in under the impression it's a vote winner and ignoring the harm done to decent tenants and landlords.

    If you are a landlord of any residential property now is the time to make sure you are charging rent at the market level. If you are being sentimental about your tenants then unfortunately you are going to get caught out. Any belief that this won’t happen in England and Wales is very misplaced.
    As a landlord you cannot trust any authority to back you and I am not sure how much more proof is required. Most smaller landlords are acting like ostriches, when the hammer falls it will be hard and you will get stuck with rents frozen at below market value

    These stupid politicians only care about the 24 hour news coverage and headlines Scotland Wales and the rest of devolved socialists are creating an enormous problem. Draconian legislation Draconian Taxes EPC C ratings and Now high interest rates will create a massive shortage of rental properties. All this talk of greedy landlords the greediest landlord is the government. After stamp duty which steals your profit for the first 3 years not being able to claim interest and paying tax on like it is earned income and now high interest rates will break the back of the rental industry. What are the government doing about it not building enough houses year after year that is what is fueling high house prices. Not buy to let landlord the government always want to blame someone else. I think every landlord in the UK needs to back Liz Truss or or we face the woke socialists. Rent caps no evictions they don't tell Tesco's they have to sell milk at a loss and they have to lefty shop lifters off.
    For the odd genuine person this might help there will be 99 milking the system thinking rent is optional.

    Stupidity from those who have no understanding of the housing market, and have ever worked for a wage packet, raised by the state, educated by the state and now sponge off the state!!! Now there is an added factor, Ukrainians have been in the country for six months and are looking for homes where will they go? plus all the people coming to the UK for work? Has anyone ever calculated the cost of housing people in B&B's Hotels etc, plus the mental cost to NHS and who pays, not this bunch of idiots!

    Michael Amzac, this is the problem they don’t know what they are talking about.
    They caused all the problems in the first place with introduction of Section 24 and removing Section 21. Driving out thousands of landlords creating a shortage of letting properties obviously make what is available more expensive, so now they want another law to freeze rent on account of the first two that caused the problem, some morons.
    The issue of freezing Rents for the bulk of landlords who have very reasonable rents like me, we are being discriminated against and frozen to spot while guaranteeing high rent for the Landlords that charge top dollar, (well done).

    It seems I am one of them Ostriches my rents are so much below compatible properties in there given areas. I did mention before so how is it possible to rectify a big gap like that, not possible its a kick in the teeth for having reasonable Rents.
