Landlords’ biggest headaches identified in large industry survey

A survey of 3,000 landlords and letting agents by the Property Redress Scheme has identified where these players regard the problems in the private rental sector.

Some 72 per cent of landlords and 76 per cent of agents feel the private rented sector is still fit for purpose - chiefly because it provides a regular income.

Both agents and landlords feel the biggest challenges facing the private rented sector are legislation (agents 25 per cent, landlords 39 per cent), rent payments (agents 24 per cent, landlords 21 per cent) and property maintenance (agents 17 per cent, landlords 14 per cent).


Despite current and future legislation representing a big challenge, 83 per cent of landlords are confident they are compliant with current regulations. However 43 per cent of landlords feel not very or not supported at all by the government. 

Almost half of all landlords feel the current legislation hinders them due to too many complex regulations while opinion is split over whether tenants should be allowed pets in their property.

Looking ahead, some 80 per cent of landlords envisage themselves still being a landlord in three years’ time.

Currently it is not compulsory for a landlord to be a member of a redress or Ombudsman scheme - that may change with the passing of the Renters’ Reform Bill in the coming years.

    Ok so 83% of landlords say they are compliant now, but 58% of properties are rated D and below for EPC purposes. 🫤 Let us see how all this pans out when the big C comes in 👎🏻😱

    So you are saying 57% of landlords feel supported by Government, what Planet are you on.
    Everything that’s wrong with Lettings was caused by Government interference & Regulation’s not least Removal of Section 21 before which there was no PRS the very foundation of all Private letting do you not get that.

    Scheme of 3000 landlords didn’t ask this question at all, how very convenient.
    Yes I agree 80% will still be Landlords in 3 years time unless they are dead the only exit plan allowed, sell now pay 28% as Robert previous said your Estate is immediately reduced to 72%, then followed by 40% IHT so they have made ribbons of a lifetimes work, held to Ransom no doubt.
    Scrap this stupid quango Redress Scheme now, there is no one to Redress us.

    I don't feel supported by the government. All political parties are against us. Meanwhile they continue to sell of their social housing and rely on us and now try and control our property without evening owning it.

    I would say Rental Reform is currently the biggest headache and and absolute no go for me. Tenants have too much rights as it is. More power = even more bad behaviour from them.

    The press, tenants and many other so called charities are against us. Even the NRLA say they don't mind S21 going.

    It's all very lonely and disheartening. Glad I'm going.

    Strange survey, saying approx a quarter of landlords and letting agents think rent payment is their biggest problem? If your customers don't pay you how long can you last ? What did the questions ask ?


    Right from when I first started in business (1977) it was always a strict rule that customers that didn't pay earnt themselves a CCJ, didn't always get my money but word soon got about that I wasn't a soft touch, I take it personally when someone doesn't pay it then becomes principle rather than money.

    Again there’s little evidence of just how this survey was constructed, the nature of the enquiries used, the methods of consolidating the findings etc. My feeling is the position is actually likely to be worse than is reported. Even so, if you accept this survey at face value the findings are dire. If you believe that just 28% of landlords no longer believe the PRS is viable, then a housing disaster is plain unavoidable .
    The fact is, there’s little to no positive news for the PRS and as Michael suggests, ‘they (this Gov) have made ribbons of a lifetimes work for so many of us.

    Without seeing the survey it's hard to draw anything much from this. Designing research (surveys or whatever) isn't as easy as people think, which is presumably why it's taught at university level. Poorly designed research can easily lead to the wrong conclusions.

    I expect respondents were asked to rank issues from greatest challenge to least.
    So saying rent payments are a challenge could mean anything from "of all the things that could go wrong, potential non payment of rent is the one I am most concerned about" to "none of my tenants pay the rent on time" to "I am currently engaged in court action over rent arrears" and so on.

    The answer you get depends on the wording of the question you ask.

    People like Gary are great. Earn a fortune and want to be generous. Ok. do it with your own money. There's no thought about the practicalities of WHERE they will live. Often the do-gooders (not the one's with Walkers Crisps and BBC money) also moan about the quality of public services. They want the government to spend on boat people and have no impact on themselves.


    I say there should be an additional payment added to council tax. Something like for every 1,000 migrants arriving into our country the council tax goes up £1 and for every 1,000 that are deported the tax is reduced by £1. This would then effect everyone.

    I'd like to see the questionnaire that produced these statistics. Often the questions you really want to answer are not on there.

    Who needs surveys or statistics when Mr Gove is pushing his (black lie) WHITE PAPER through. So you think a landlord is going to make a huge commitment to purchase a property for hundreds of thousands of pounds, then immediately hand over control over it to a blank stranger for ever. Who would be prepared do this well not even for your own Son or Daughter you’d tell them to go buy their own.
    This is off the scales even a Semi or Terraced on outskirts of London is £600k or a 2 bed Flat £400k so you are expected to make this huge commitment comply with all the outrageous anti landlord red tape that don’t apply to others, then be too scared to visit your property as now or Occupant might complain to Council and get you a guaranteed big fine, a Council spokes person said recently they always prosecute if the Tenants complain, even LBC legal hour their Solicitor on there said they always side with the Tenants why are they not impartial. Dream on same nonsense in Ireland persecuting Landlord created a massive housing problem. They have now lifted eviction ban as well despite the opposition because no one would invest housing fried up and homeless soaring.
