Landlord who crammed 40 people into house is banned

A criminal businessman has been given a London council’s first ever landlord banning order.

Property dealer Jaydipkumar Rameshchandra Valand, who lives in Wembley, has been banned from letting out houses in England and engaging in any sort of property management work in the country for the next five years.

A judge issued the ban after the council proved that Valand had been responsible for multiple housing-related offences in Brent.

He was one of four slum landlords found guilty of raking in £360,000 by packing up to 40 tenants into a four-bed semi-detached home in Wembley back in 2018. Enforcement officers discovered one of the tenants living in a lean-to shack made out of pallets and tarpaulin with no lighting or heating.

Although he received a £5,000 confiscation order, Valand went on to exploit more vulnerable tenants. 

In January 2022 he was found guilty of breaching housing regulations at a licensed HMO property, again in Wembley. 

Enforcement officers discovered fire safety violations, accumulating waste, disrepairs and unhygienic conditions under Valand’s management while he pocketed £1,400 a month from tenants living in unsafe conditions without tenancy agreements. He was fined £30,000 and ordered to pay £3,347 in costs by Willesden Magistrates Court.

Valand also declared that he didn’t own a business in the UK, but Brent council demonstrated in court that this was a lie. He was ordered to pay in fines and costs £6,190 for this lie.

Councillor Muhammed Butt, leader of Brent council, says: “This is the first ban we have issued since Brent was given the powers in April 2018 to ban serial rogue landlords under the Housing and Planning Act 2016. If Jaydipkumar Valand breaches his five-year ban, he will face a prison sentence. 

“Brent council takes a zero-tolerance policy against rogue landlords such as this, and we will use everything in our powers to hold them to account to safeguard our vulnerable residents. 

“The new selective licensing scheme that we introduced on August 1 is part of our commitment to protecting renters’ rights and securing a decent standard of living for all residents.”

    Ok let's call this out and be honest, the vast majority of these rogue landlords are not middle aged white men. There I said it, we all know it and I dare say the howls of protest will ensue but read these reports it's self evident there is an issue in ethnic communities when it comes to poor housing, and that then gets used as a stick to beat the sector with. Maybe a Landlord register will tackle this, or maybe requiring mandatory use of an ARLA Letting Agent but something does need to be done to kick these crooks out of the sector at the same time acknowledge that being a small landlord does not equate to being Rigsby.

    I fully agree with your assessment, but unfortunately, the powers that be and the leftie brigade will see you to be racist. Good on you for calling it how it is. More people should feel safe enough to do the same.

    The problem is that people have been shamed from stating real issues less they are declared racist. This is a very dangerous outcome because it allows criminality to flourish unchallenged as we have seen in the child abuse cases in Rotherham, the money laundering in Oxford Street "American sweet shops" and the numerous streets filled with "Turkish Barbers" and this fear of calling these issues out destroys any prospects of community cohesion as well as preventing the exposure of human trafficking and slavery.
    It's time society realised quantifying criminality is not racist, it's only racist when you fail to act to solve it. You look at who is most likely to be murdered and it's not a white kid from Windsor, but because of the agenda of denial, black boys are dying. Time to be honest.

    No-one wants to see this but why does it take Councils so long to do anything about it? After discovering the man in the shack did they not visit regularly?

    I imagine these 'tenants' had little idea of housing law, but in general, the people best placed to finger the rogue LLs are the tenants but they don't because they presumably need the housing desperately or are paying low rent. Until we find a way to get tenants reporting this sort of abuse we will never rid ourselves of it.

    I can tell you exactly why, they are usually working for that landlord, quite possibly illegally or owe money to the landlord because they've been trafficked. They certainly have no knowledge of Housing Law and once lured with the promise of cheap accommodation they are told make trouble and you won't do it again, I know people....
    So what do you do? You shut your mouth and pay up.

    GB news reports that illegal immigrants taken in by the home office at an RAF base are being told they can leave if they have relatives to go to ! Almost certainly that will mean overcrowding at rental property!

    While this landlord sounds absolutely dreadful, it is worth considering why these tenants put up with living in appalling conditions.

    They were paying between £60 and £65 a week each and, no doubt, partly because of the RENTERS REFORM LEGISLATION couldn't find anywhere else to live at a low enough rent.

    If there were a huge supply of private rented accommodation everyone would have better accommodation at a lower price, particularly migrants (as in this case) who may be poor and subject to discrimination.

    The living conditions of all tenants will deteriorate unless the Government rethinks its attitude towards landlords and the private rental sector. Can't they have a policy where they encourage people to let, not policies which cause a housing crisis!

    Worth remembering, too, that Rachmanism came about in the 1940s partly due to rent controls at the time.

    Well I suppose they weren’t his Tenants at all, probably a Bossman Occupant collecting the Rent if not too presumptuous of me. I can’t see the owners collecting from each individual not least the guy in the make shift in the back garden.
    There was no Tenancy Agreement so who’s to say who the Tenants were ?.
    Looks more like friends accommodating their mates or Country folk, no doubt taking a cut as well if you are genuinely renting you are not going to allow others crowd your space.
    When I see loads of young people washing cars and great voids especially on wet days and dozens waiting outside Builders Suppliers in the morning’s hoping for a Shift how can they be paying proper rent. I don’t think Share codes were in place at that time but wouldn’t have them without a Tenancy Agreement, then again I remember various Organisations saying it wasn’t illegal not to have a Tenancy Agreement except HMO’s…
