Big new London licensing regime gets the green light

A new borough-wide additional licensing regime has been given the go ahead in part of London.

Redbridge council’s scheme has extended licensing to all HMOs in the borough, meaning that any property let to three or more occupiers forming two or more households need to have an HMO licence.

The introduction of this new HMO licensing scheme comes after a statutory consultation exercise

A statement from the authority says: “Overall, it was found that there are significant issues such as poor housing conditions, ineffective management, crime, and anti-social behaviour persisting within HMOs in the borough.”

In a note to landlords, the council adds: “Additional HMO licences granted by the council remain in force until the expiry date printed on the licence. It is important you continue to comply with all the licence conditions. If your property is occupied by five or more people living together as two or more separate households a Mandatory HMO licence is required NOW.  Failing to licence is a criminal offence and may prevent you evicting tenants.”

    Following the Statutory Consultation. That’s a good one ask the general Public who have no in put to get the answers you want.
    Anyway spare a thought I have been forced to do it since 2006 and repeated every 5 years so you have had an unfair advantage for 17 years, convert that into my Bank Balance ?

    I believe if the area is more than 20% They need permission from the secretary of State how many have these wholesale area applications been declined . And what level of proof is required . ?

    It is hard to believe that so many of us are housing scumbags in such large areas who are causing all this crime .

    Stephen, yes that’s the way that I understood to rules as well if the Council wanted to make more than 20% of the Borough Selective licensed it needed Government permission.
    That has been the case for the last few 5 year licensing terms as I know to my cost having had Property in the same areas they selected unfortunately, (nothing wrong with the areas same as any other).
    Anyway Ealing brought in a similar renewed 5 year scheme for 3 areas only last July but along come crook Housing Secretary and gives permission for whole Borough later in the same (last) year which was introduced 4th January this year so what happened to over ride the five year fixed they had just introduced, it must be illegal.
    What level of proof is required the answer is none since the sacked discredited Housing
    Secretary was reinstated, they don’t even have to ask for permission not alone have proof.
