Council’s Rogue Landlord Project claims another scalp

Rogue landlord Hazmar Fauz of Welwyn in Hertfordshire has been given a hefty fine of over £15,000 for a series of serious defects at a property he owns in Luton.

Whilst the property was correctly licensed, there were dangerous features inside the property, which the local council says significantly impacted upon the safety of the accommodation. 

These included: rotting and unsecured flooring obstructing escape pathways in the case of fire; missing and covered heat detectors; disconnected door self-closing devices; an ill-fitting fire door and general lack of fire detection apparatus.

Coupled with the presence of damp and mould and a failure to display the correct certification and contact details at the residence. The council claims these failings amounted to a gross neglect of his responsibilities to the tenants and a breach of his licence.

In court Fauz pleaded guilty to the charges. The magistrates took this into account, but underlined the serious nature of his offences, particularly with regards to fire safety contraventions. 

He was fined £10,800 and ordered to pay £4,888 costs and victim surcharge of £190 at the rate of £300 per month with the first payment due on July 7.

Fauz had previously been prosecuted for HMO offences in 2021 when he was fined over £20,000.

A spokesperson for Luton council says: “This is another good result for our Rogue Landlord Project – and for tenants throughout Luton. 

“It is a reminder to all landlords that with their position comes legal responsibility. In this case it was especially worrying that the inactivity of the landlord placed the tenants at risk of significant harm. This is intolerable.

“It is simply not enough to make legally binding commitments on paper and then fail to stick by them. Being a landlord means regularly inspecting the premises and then ensuring issues are dealt with immediately and standards are maintained.”

    I don't condone rogue Landlords but either the property was accepted in this condition by tenants or the tenants have destroyed the property.

    If the former, current government interference has reduced the availability of rental properties to such an extent that tenants might take such a property in desperation.

    If the latter, government interference has reduced the Landlord 's ability to promptly evict those causing criminal damage with this result.

    Either way the Government and Councils are also culpable in the existence of unsafe properties.

    Another 5 Article’s today which one to support landlords ?.
    The alternative private housing providers that house 9 million people off their own backs with their own finance.
    They complain about a shortage of housing yet they are determined to drive out private landlords who supply it.
    In the meantime hold them to ransom and rob them before they go.
    They don’t need a Court System with the Civil Penalty malarkey and haven’t they grown, easy money the Council’s middle name, some used £5k now more like £15 / £20k and expenses.
    Landlords Register what on earth for, do they not know who we are and we paying tens of thousands twice a year.
    We are feeding both ends of the economy for the Government.
    We are providing and supporting a huge chunk of the much needed housing, paying billions in taxes in many cases to keep the Benefit System a float, yet despised at every level of Government.
    Why are we enemy No. 1, continuously attacked and robbed on a daily basis.
    I hear India has one simple card that’s used to identify every individual for all transactions of 1.2 Billion people, yet our lot are banging on about a Special Register for just 2.5 million landlords, grow up.
