Another council is staging a consultation on a proposed clampdown on HMOs.

Bassetlaw council wants a geographical extension to an existing Article 4 Direction which would mean change of use from a dwelling to a small HMO would require planning permission.

Currently, HMOs that house between six and three people do not require planning permission, and there are few restrictions on how many HMOs can be in a single area.

A spokesperson says: “HMOs can provide a more affordable form of housing for residents, but an over concentration can have a negative impact on community’s quality of life.

“Over the past few years, we have seen an increase in HMOs in some areas of Worksop and Retford, with some residents expressing concern about the impact on their neighbourhoods.

“Through the planning process Article 4 Directions will allow us to consider all HMOs in these areas, leading to better distribution and helping us to maintain mixed and balanced communities.”

The direction would give greater control over the number and location of HMOs in each area, as well as providing what the council calls “greater transparency, clarity and certainty to developers and communities about how they will be managed.”

The planning process for large HMOs for more than six people remain unchanged as planning permission is required for all large HMOs irrespective of location.

The consultation is on now and last until July 13.
